Ability to create changelists

I would like to have the ability to create at least one separate changelist, for example "No Commit" in which the user can add certain files which should not be commited. An alternative would be to have the files ignored in .gitignore and commit this file, however, there are situations when this is not possible/allowed. It would be a lot easier to have a user maintained list of files which can be ignored and only stage/commit the changes not present in that list.
