Profile commit message template

Currently it is a Repo-Specific preference, It would be nice to be a Profile preference as well.
If multiple preferences detected it should be shown which are they and the selected one.
For example, if I would have a global, profile and repo commit templates I would show the three of them:
1. Global preference: <global commit template path>
2. Profile preference: <profile commit template path>
3. Repo preference: <repo commit template path> (SELECTED)
