Support .github pull request templates

It's possible for organizations to have a `.github` repo with a pull request template defined that applies to all of that organizations repositories instead of relying on per repository templates.

It would be great if GitKraken could support these kinds of PR templates in the built in Pull Request feature.

Would love to see this added too as it would make using GitKraken for creating pull requests much easier. Currently have to go to github.com instead.
